What is the difference between brut and net?

Brut is the gross before employee contributions. Net avant impôt is what you would receive before income tax, and the payslip shows the income tax withheld below it.

Do I need to file a tax return if tax is withheld?

Yes. Every resident files an annual declaration, which the DGFiP uses to settle the year and set the next withholding rate.
